Staff Engineer, Koogler & Associates, Inc. in Gainesville, FL - 2011 to present

Mr. Seltzer joined Koogler and Associates, Inc. in July 2011 while completing his Master’s thesis as a part-time technician and is now a full time staff engineer for the company. His Master’s thesis was titled “Phosphorous Kinetics of Urban Source Area Partitioning and Volumetric Treatment of Metals Species in Rainfall-Runoff.” This research evaluated the kinetic nature of phosphorous in stormwater samples, how partitions changed over time and the efficiency of various stormwater treatment units in removing pollutants (particulate matter, metals, nutrients, etc.) from urban impervious surfaces. During his educational career he mainly worked at the Stormwater Unit Operations and Processes laboratory. His laboratory experiences required proficiency in various analytical instrumentation including MS and ICP.

Typical work experience at Koogler and Associates, Inc. includes, but is not limited to:

            •           Air Pollution Source Permitting including progressive alternative fuel permitting in the Portland Cement Industry, Title V permitting, compliance demonstration through emissions accounting, and construction modifications

            •           Emission measurements at many industrial facilities including power plants, Portland cement plants, phosphate fertilizer plants, industrial boilers, industrial furnaces, resource recovery facilities, asphalt plants, and other emission sources. 

            •           Air pollutant emission measurements, including various EPA Test Methods.
